In the case of El Monte, a westbound train can't depart the station until the eastbound arrives at the station, due to the fact that there's a large length of single track immediately west of the station. Maybe what they should do is bring the westbound train into El Monte on the siding (Number 2 track -- the one closest to the station parking lot) and run the eastbound train on the Number 1 track. The westbound could hold back from the station until the eastbound has finished its station work.
