A passenger, stepping from the platform onto a train can't be hit by other train...impossible. A passenger walking from the parking lot to the platform, sure can and that is why I agreed this was a poorly designed station in my original post. North Pomona on the San Bernardino Line is almost identical. Its a matter of the exact wording.
I will give you another example that isn't covered by Rule 6.30, but maybe should have been. In Fort Madison, IA, the former Santa Fe station was between the Santa Fe mainline and a Burlington Route mainline, after deboarding to the Santa Fe passenger platform, an individual would cross the Burlington on a walkway similar to El Monte, just further away. Burlington trains did not even slow down (ok, maybe a little) for this crossing.
