The city owns some of the land, leases some of it and the rest is privately owned. The shippers
(or user at the time) paid to have the sidings installed, the city paid most of the "main" line
in the park. BNSF of course owns what amounts to the "long pass" which is used to handle the
inbound/outbound as it's built or torn down. It's not really a very clean situation as Patriot is
going to have a @#$%& of a time building a cut without the track parallel to the South main.
Other than being in the Park 100% of the time I can see little benefit in this arrangement and
to think the shippers will pay less is a little naive.
