Speaking of states and cities exporting their environmental woes elsewhere, did anyone catch the map with the coal story? The circles indicating where the coal is "consumed" seems to refer to the power generating plant and not necessarily the city or region which the coal consumption serves. Hence, the desert flats southwest of Boardman, Oregon, might draw the attention of enviro terrorists while the city of Portland looks squeaky clean.
