While, to some extent, I understand what you are trying to say, I believe that there is a bit of an apple/orange issue here.
The one great thing about the Interstate highway system is that it is open to any man or woman who can buy/steal a car and purchase/steal gas. The Interstate(and Federal Primary) highway system pretty much allows Joe Schmuck, average citizen, to go anywhere he feels it will be to his advantage.
Spending $$'s on a project like this may benefit a few, but, in a way, it detracts from the mobility of the many.
