I know of two other short rebuilds, but the railroad was required to maintain a trail next to the tracks in order to get the project. Trails were virtually at the ends of the ties and the FRA required a restricted speed limit due to the liability. I couldn't find anything in your link that specified if the trail was to be completely eliminated or not.
Any idea??
