Well, a quick perusal of some other train status listings answered my own question: they don't wait when the bus is really late. The 4AM bus out of LA (normally connects with 701 at 6:10 AM) was 2 hours late. 701 left on time (and arrived in Sacramento EARLY!). Hope there was space on the next train...
