The UP has to go through Hinkle to get to Spokane and on to Eastport. To get to Plummer, they would be routed to Hinkle to make the MHKSK train that terminates at the UP yard in Spokane. That yard is where the Plummer turn runs out of. Trains to Eastport go out the former Spokane International line and do not go through the Spokane UP yard. Hope these passenger cars don't get too vandalized sitting in Albina.
