Colfax, Washington

Last weekend saw rails in south part of downtown torn up at a road crossing but rails on either side were in place and looked fairly well used. Also, crossing signals had bags over lights. Is this a road repair situation or is line being abandoned south of Colfax? If so, how do trains get to Pullman now?
