The inconvienient schedules of Mass Transit systems

I have noticed that in most cities in the United States that mass transit systems i.e. light rail, subway and even bus systems stop operating at a given time at night. This situation I can assertain could be very inconvienient and problematic for certain travelers and commuters especially if intercity passenger trains or other types of transportation run unexpectedly late to such connection destinations and cause incoming passengers to miss their scheduled connections.

Are initiatives being undertaken to improve such services and make them run later or all night?

Or even make special arrangements to run later trains to make such connections?
