If you read the Shannon and Wilson report you will find it has no real engineering calculations done. Most of the information was gathered by visual inspection, sometimes from a long distances. It was a very "shoot from the hip" report. Anywhere where repairs have actually been made have been 2 to 5 times more in cost than estimated in that report. And those were the easy parts.
