While there may be specific reasons for building a tunnel rescue training facility at the AAR TTC, the report conveniently ignores the fact that there is already a federally funded tunnel incident training facility. See the following:

On the other hand, most countries around the world put far more emphasis on tunnel safety than does the U.S.
