What it has to do with it is because it conflicts with what you wrote earlier today:
"Less likely to have spent a lot of time cut off if you worked for a wealthy railroad. That affects your length of service and your total earnings, both of which impact your RRB payout."
Union Pacific still has furloughed trainmen at West Colton who've been cut off since at least 2008. So, just because one works for a "wealthy railroad" doesn't necessarily mean one will be working. West Colton also has people - about 75, last time I looked - on the Engineer Reserve Board, many of whom have been on it since 2008. The theory behind the Reserve Board is that for every engineer who elects to go it, a junior trainman keeps from being furloughed, so without them, there would be more cut off trainmen.
