The dignitaries better check with their legal staff. Can't accept free transportation if you're a govt big shot. Have to pay for the full fare and any other services rendered. Unless there's some kind of exception for govt-owned railroads. Penalties can be somewhat drastic.
UP listed the entire branch as "excepted" track meaning no occupied passenger trains. Somehow that was overlooked (OMT in Timetable #19) so Roaring Camp's trains could get to the Boardwalk. Not sure it can be ignored for a trip to Davenport. Hopefully there's been a suitable inspection and whatever else is needed...
