We are talking about a region with the highest winter rainfalls in California. Also, what goes up must come down, the least of which is favored in engineering a rail line. You might escape some of the river problems but the "blue gooo" and serpentine will still be there.
Dropping out of a tunnel on the Red Bluff side is going to require some work getting to and from the valley floor. Somewhere on this line there will have to be a grade comparable to Ridgewood Summit between Ukiah and Willits. They should be so lucky if that's all it is.
Meanwhile the south end of the NWP thrives, and we are building a new railroad over and through the mountains to cover the same distance?????????
