The lowest summit on South Fork Mountain is 4000+ feet near Mad River on Highway 36. There's another summit about 3800 feet near Wildwood before the road drops to the Valley. These are elevations close to SP's old Siskiyou Line. Unless they have some serious tunnel and cut-and-fill hokus-pokus to get into the Cottonwood Creek watershed down to Red Bluff, I don't see how they could do it without just calling it another mountain railroad?
