They don't. Practically every winter 299 has some closures that require extensive cleanup and reconstruction work from landslides and (because it's largely in the valleys) river erosion. 36 doesn't fall off the top of the mountain too often, but the sections where it's getting to and from the top of the mountain have their issues as well.
