Without getting into the political side of this...

Look, this stuff is going to happen. Young kids with poor attention spans, low future time orientation (i.e. what could be the consequences of my actions?), distractions (hormones raging, social, and electronic), you name it. Throw in the fact that in some cases, where these kids (or their parents) come from there are no trains so they don't understand that machines this size can't stop on a dime. The puzzle is that this doesn't happen more often.
