At least the Monterey County Transportation folks, who work for Debbie Hale know what they are doing. Down here in Kern County, they haven't a clue what they're doing. We already have one freeway that stops 1 mile short of 99 and they are about to spend 250 Million to build another freeway that will stop 1 mile short of 99 on the other side. The City of Bakersfield and the County of Kern can't even program traffic signals to work right and keep traffic flowing. It is accepted that Kern and Tulare counties are the worst in transportation planning in California.
