What you are looking at IS the substructure for the under-tank conveyors. The photo is looking south from the top of the hill. The elevator in the distance is the existing McCoy elevator down on the mainline. The earthwork on the far left is the truck driveway, where the trucks will turn 180-degrees and enter the dump building next to the rail dumper/loader. The new rail grade is roughly the lighter stripe on the far side of the elevator. The track cuts through the hill out the left side of the photo (40-foot-deep cut) and continues to curve around behind the camera position to re-join in a large balloon configuration that will reverse the train's direction.
