There can be only one Interstate 880 (or whatever) in any one state. There can be many I-880s in the country, each being in different state (for example there are two I-205s, in CA and in LA, I-670 in Kansas and Ohio, etc). That being said, in California, 20 years ago, we had a Interstate 180 in Richmond and State Route 180 in Fresno. Caltrans soon changed the Richmond route to 580 so as to not foul up the paperwork.
