I thought the cement plant was owned by Cemex, a Mexican company. IIRC, it was shut down because the people of Santa Cruz believed that it was putting chromium chloride (or something like that) cancer causing chemicals in the air. Same accusation is being made by the neighbors of the Permanente plant (also owned by Cemex) in Cupertino west of San Jose.
