The whole purpose of giving BNSF trackage rights (and some rights to serve customers) was during the UP-SP merger. This was a concession to create some competition for the Borg. Look at Utah - except for the BNSF trackage rights UP has all the interstate traffic since the SP, WP and DRGW are now gone. Reno and northern Nevada had the WP and SP to compete against each other. The Inside Gateway to BNSF and trackage rights allowed BNSF to compete for I-5 corridor traffic.

Look at how many "transcontinental" routings the west used to have - SP, UP, AT&SF, GN/NP/SP&S/CB&Q/BN, WP/DRGW and MILW. Now just UP or BNSF.

Single line service was supposed to have been the great advantage for the shippers. Why does Sierra Pacific truck some of their lumber to a reload at Crescent Mills(?) to have access to BNSF? I think having only two big railroads in the west has been detrimental to competition and cooperation for shortlines.
