Speaking as an SP Los Angeles Division DS in the early 1980's we'd flag trains during CTC failures. Had one on the East End one night (West Colton - Yuma). Flagged the trains past each Absolute Signal and kept track of their locations by manually marking the CTC graphs. When the communication was restored the old CTC machines flashed lights, clunked, buzzed and rang bells as the system "caught up."
