Recommend replacing plastic coil binding with one 7/8"min. in diameter.
Visit the back counter of your big-box office supply and request replacement. You do it, at the other end of the counter.
Careful: This is "labor intensive" and will require your own side-cutter and your own long-nose pincher.

Allow maybe a half hour.

Result will open easily and lay flat, always.
