Bob, you just sparked a thought: between XW (formerly DX) and local authorities, could various partnerships produce substantial useful chunks of the CAHSR line with the main group coming in later to stitch them together? Still would cost a fortune, and probably more in raw numbers because some scale economies might not happen, but could get some "low" speed HSR segments operating and producing revenue that might help with justifying financing for the rest. Was that perhaps what you had in mind? PPPs are all the rage in some circles...
