And that's been the problem since the proposal to reopen the line was made 10 years ago. It's not so much that the line wouldn't support itself if it were operating.....it would probably operate at a break even level.....it's coming up with the initial money to rebuild it. A loan is out of the question (the repayment problem) so it would probably have to be grant funded.

Last year, the port called for bids on another rehap assessment of the line. They did a study on the same issue in 2009 (the one I looked at), and it's available at the Port of Royal Slope website.
