SMART's new rail seems very light

Maybe my old eyes don't register very well or it is an optical illusion but the new SMART trackage in RoPo down by Golf Course and the WalMart seems to be the opposite of high rail. I mean there are a lot of densely packed concrete ties but the rail itself seems smaller overall than what is typical of the old NWP and a lot lighter than the heaviest stuff, like what's along Lakeville in Petaluma next to the CVS Pharmacy, Dairmen's Feed and the Hunt & Behrens grain elevator.

Is SMART giving NCRA-NWP the old shafto? Maybe they ran low on money or they figure the NWP to depart soon? Could be I just don't know anything but it looks to me like the weight of rail you would relegate to a siding.
