rail banking timeline?

I run the other rail clearing group. Though we are starting in Samoa, and is a bit more over grown.

Does anybody have a time line of when the trail could be usable using rail banking/rails to trails VS rail with trail? Assuming funding is there. I'm thinking it is longer for rail banking than rails with trails, just because of all the legal processes it must go through.
