Misleading thread/article headline. This isn't new information, despite the timing of the article.
UP decided not to fund the major Donner capacity projects in the capital expenditure queue this year. The original article on the subject pinpointed it as the next phase of tunnel floor/roof work on the #2 between Bowman and Colfax to allow for stacks rather than "double-tracking". The actual double tracking Switch 9 to Shed 10 segment was part of a seperate now dead partnership mentioned in replies above.
This tunnel project would have eliminated the need for eastbound stack trains to stage between Rocklin and Bowman awaiting a slot east on the #1 (and vice versa westbound at Colfax). Not a huge problem on the revenue frieght side, but having the Auburn Amtrak station on the #2 means that section is temporally single tracked around the Capitol slots. In the end UP obviously felt their money was better spent elsewhere. That isn't to say Donner is being ignored, as concrete tie projects should continue to push east beyond Colfax this year.
