SCCRTC May Reject Bids For Bridge Rehabilitation

RECOMMENDATION

Staff recommends that the Regional Transportation Commission (RTC) consider the bids received for the rehabilitation of bridges on the Santa Cruz Branch Rail Line.


BACKGROUND

In October 2012, the Santa Cruz County Regional Transportation Commission (RTC) completed the purchase of the Santa Cruz Branch Rail Line (Branch Line). In December 2012, the California Transportation Commission (CTC) approved $5.35 million in State Transportation Improvement Program (STIP) funds to rehabilitate bridges on the Branch Line. In February 2013, the RTC awarded a contract to Hatch Mott MacDonald for construction management services for the bridge rehabilitation. Working with the design engineers, the construction management firm and special legal counsel, the bid package was finalized and released. Bids were due on May 24, 2012.


DISCUSSION

The engineers estimate for all of the work included in the bid package for railroad bridge rehabilitation was $4,781,190. Throughout the bid period for the bridge rehabilitation work several potential bidders expressed significant interest and it was expected that four or five bids would be submitted. On the due date for the bids only the following two bids were received:

1. $6,847,700 from Shimmick Construction Company, Inc.
2. $9,409,790 from Proven Management, Inc.

Shimmick Construction Company, Inc. is the apparent low bidder with a bid that is 43% higher than the engineers estimate. RTC staff, Hatch Mott MacDonald and legal counsel are currently analyzing the bids. The analysis will be completed prior to the RTC’s June 6th meeting and will be provided at the meeting with appropriate recommendations. The analysis will help inform the RTC’s decision regarding these bids.

Because the bids were significantly higher than the engineers estimate, the RTC has the option of rejecting the bids that were received and re-bidding the project. RTC staff submitted a time extension request to the CTC for award of the contract just Santa Cruz Branch Rail Line Bridge Rehabilitation Page 2 in case it was necessary to re-bid the project. The time extension request was approved and the RTC now has until the end of September to award a contract.


SUMMARY

The RTC secured funding to rehabilitate bridges on the Santa Cruz Branch Rail Line. A construction management firm was hired and a bid package for the bridge rehabilitation work was released. Two bids were received and the apparent lowest bid is 43% higher than the engineers estimate. The bid analysis is currently underway and will be provided to the RTC at its June 6th meeting with appropriate recommendations. One option for the RTC is to reject the submitted bids and re-bid the project.
