Peninsula Day time Freight trains!

The last two day's i've heard long UP freight trains cruising through RWC between 1 and 3 pm. It also seems there is more freight traffic north and south bound around 7pm. What gives? Is this gonna be the norm? I would think the Nimbys would prefer daytime freights vs the current red eye freights.
