This study was put together by Clem Tillier and some "foamers", in Clem's words.
As to the timeliness of the critique recall this is a work in progress, with surprises, and even Van Ark did not call for a revisit of Tejon until towards the end of his tenure.
There is some "unexplored geological territory" in the value engineered Tehachapi alignment too. PB is envisioning a 7 mile tunnel south of Palmdale towards LA that will cross a fault(not too active historically, but then who knows?)in tunnel. According to Clem this will have to deploy a displacement chamber, with all the problems that entails. There are good Tejon alignments that cross all faults at grade.
Any more detailed info on that conservation easement? Does it force CAHSR to take more Tejon Ranch property? - that might change some minds.
