In UP's Roseville Service Unit, locomotives with 2500 horsepower or less are required to be shut down when deadheaded between locations (unless the unit has a battery issue). The reason is to prevent lineside fires from exhaust manifold carbon build-up. For example, a GP38-2 that's deadheading between Roseville and Oakland is supposed to be shut down.
Other Service Units have their own requirements.
I recall that BNSF used to require that non-turbocharged units be shut down when moving over Cajon. Not sure if that's still in effect.
