It isn't free public land at all - never was. It was purchased by legislative appropriation for a specific public purpose - AND THAT PURPOSE ONLY. The fact that the state's designated operator failed to comply with federal regulations and was sumarily shut down doesn't change that one bit.
Just ask any "Ex" public employee what happens if the FBI catches any public official, employee, or even any member of the military, who uses publicly appropriated property for any use (even public use) other than that for which the legislature appropriated it for. I said "Ex" because he's probably been jailed.
The Crime is called "Misappropriation", and it will put you in Leavenworth just as fast as any common theft will put you in jail, as soon as you get caught. Laws against such misappropriations are rooted right in the constitutional mandate that no public money be spent on anything not specifically voted for by the legislature.
Its an essential part of Democracy. But its pretty obvious that these people believe only in mobocracy. They are common thieves - pure and simple.
