When we volunteered for 3 days in '99 the general consensus was that it was the last hurrah. Very expensive and the event was very poorly managed and not helped in attendance when the temperatures soared and one of the big draws, Thomas the Tank ENgine, developed a "tummy ache" (the PR spin) and had to be taken off exhibit for repairs behind the scenes and etc. etc.
