Not during a crew change, per se. Allegedly the train was tied down by the inbound engineer, who then went off duty. The train had been left unattended for several hours.

From what I've been told, the runaway cars derailed into some loaded LPG tank cars on an adjacent track, which is what initiated the explosion and fire.
