Public responsibilities as applied to a railroad are a lot like the Constitutional right to
privacy, neither really exists. There are the responsibilities as denoted in the common carrier
agreement but those are barely applicable to the general public. A railroad has no real requirement to be a good citizen no matter how much you'd wish that but in the same breath it does help said railroad stay in business.
