Would it be possible to do some re-engineering of the POTB at chronic trouble spots (adding more culverts, extending bridges for more capacity, embeding pilings in the roadbed [an old NP trick that worked quite well], retaining walls) to prevent or at least reduce damage during stormy periods? It seems kinda silly to keep doing the same thing over and over again, especially if the same thing happens at the same places.
