Long beach is one day closer to the east coast by rail, Seattle is three days closer by ship. All Oakland has ever gotten is the overflow traffic which these two couldn't handle. I would be more worried about spending all that capital investment and then have the improvements wind up not being used because when the new Panama Canal opens, all those large container ships which now have to transload to trains on the West Coast won't have to call on any Pacific Coast ports and use the Land Bridge. Also keep in mind global warming because it has already opened up the Northern Passage to commercial shipping, and that, whether via Canada or Siberia, is the shortest oceanic route from Asia to Europe.

W.O. is tame these days compared to East Oakland and Richmond, and no, a project like this won't have any effects, good or bad, on the surrounding residential neighborhood because none of them occupied the land which used to be the Army Base.
