I wonder if Donald J. Munro is the husband of Betty Munro, the former head of the FRA who got into some lukewarm water (it never developed into anything serious enough to be considered "hot water") because she was hob-knobbing a little too much with a lobbyist from Union Pacific --- and neither of them considered it a conflict-of-interest.
Wouldn't surprise me in the least. Washington DC is a pretty small town.
