I couldn't agree more that efficiency tests, if performed in the manner and with the desired results envsioned by the Feds, are a beneficial and at times needed behavior modification tool. However, the Class 1's have taken the process and turned it into another one of their intimidation programs aimed at building a file to keep employees in constant fear of losing their jobs. And of course it's unevenly applied, depending how active you are in standing up for your contractual rights; 120+ tests in 6 months is not uniform nor random.
