Thank you for helping me drive home the point I was trying to make. Which is this:
Instead of the phrase "Safety First", it should be modified to say, "Safety, As Long As The Price Is Right."
In other words, railroad managements are quick to preach safety --- up to the point where it may cost them a lot of money. Under a scenario like THAT, they'll ignore recommendations from the NTSB.
On the other hand, if a cheaper, quick-fix comes along that can assist them in placing more blame at the doorstep of T&E employees, they'll be all over that like flies on poo-poo.
Dontcha just love the mentality of American Corporations?
