The Doctor will probably remember this one (and the key player involved).
During that same period of time, Mr. Lacy decided that every operating employee should be able to quote verbatim the definition of Restricted Speed, so during stop tests, each crew member would be asked to do it. Everybody failed, either intentionally or otherwise because no one's required to memorize and quote rules, except for one certain engineer who quoted it perfectly during a Restricted Speed stop test of a westbound train at West Sacramento using a fusee placed next to the right of way. Only problem was, the engineer ran by the fusee before getting the train stopped! Oh, well . . .
