Yadda Yadda Yadda. Never said I was anti-testing, so I don't have to refresh my memory.
The RRs make up their testing programs and submit them to the FRA for approval, after which the FRA enforces the program, primarily on management. What the FRA won't permit in the tests are entrapment, what it considers unreasonable test scenarios, and applying a test from RR #1's testing program on RR #2 if RR #2 doesn't have the test already listed in its own [approved] testing program.
What I am against is the "you must find failure, not success" mind-set because it all to easily devolves into "the more failures you're finding, Mr Junior Offeeeshul, the better the job you're doing", this coming from the higher-ups in the RR management tree in so many words and actions.
No test nor testing program in any walk of life, not just RRs, will have any respect or credibility if it's perceived of or used as a tool of harassment. All educational value will become completely negated.
The SP is on record, BTW, as being one of the first major RRs to have a testing program, slightly over 100 years ago, under the aegis of Julius Krutschnitt.
