Lyle Washington BNSF

While passing through the Columbia River Gorge I came upon Lyle, WA. I noticed that BNSF has installed a new tail track to the south of the main line, when I got closer I noticed that it was all concrete ties and welded rail. Is this common practice or is there something else going on there?
