Actually the SHN number quoted does not include the other "facilities". Those are an extra $4 million or so.

Being that the NCRA is a public entity that owns a public asset you can safely assume it would require "public sector" work. This would make the SHN number more realistic.

If the tourist train is "mythical" then why do some think some public agency is going to fund its construction?
