Are you sure you're not confusing watts with horsepower? 250 watt dynamos were common, but no dynamo I'm aware of was ever rated in hp, nor did any booster-equipped steam locomotive ever use electric booster units. Think about where such a device would be located (if any railroad were foolish enough to try it) and what it would be exposed to in the course of normal operations and servicing; modern sealed AC induction motors could handle that, but not any of the DC motors that were common during the steam era.
