Are you sure that's true? There is little reason for enhanced visibility on signaled mainlines. In addition, there are no rules for running in the fog. Just a thought.

I know that ditch lights in addition to a headlight, make it easier for motorists and peds to discern the distance of the train. That and of course how bright they are make trains safer to the general public.
