BARTD Operators

Back 40 years ago BART was supposed to be automated. Westinghouse failed to perfect that system, so riders were hired to be called operators, with limited duties.
The question- what didn't work?
What do operators actually do?
News reports that the train that smacked the workers was in "automatic mode"
The NTSB report, in a year or so, may tell us if an operator with a union card could have prevented the accident, or not.
Have accidents been prevented by operators?
PTC is demanded on real railroads as a cure-all safety device.
The Paris Metro [subway] runs driverless, albeit at 50 mph max
Are BARTD controls waaaay far behind?
Will PTC do what folks want it to do?
And what happened to the RR rulebook, kinda like this: "You may pass thru the limits of Form B at maximum authorized speed, whistle freely, men and equipment working near track" ?
